ISRO is advancing PSLV test-vehicle technology to support faster, more flexible and reliable launches for India’s growing small-satellite sector.

India is also progressing with its next generation of small launch and test capabilities, as new Sub-Orbital Launch Vehicle for Experiments (SOLVE) from ISRO. While the solid-motor vehicle is mainly being built to prove out Gaganyaan’s crew-module parachute system, its technology also enables a more general transition toward rapidly integrating and cheaply flight-testing small spacecraft and launch systems.

Solid motor tested successfully

ISRO completed the first ground test of SOLVE’s solid motor at the Static Test Facility of the Satish Dhawan Space Centre in Sriharikota on July 3, 2026. The motor’s performance parameters were reported to be as expected.

The motor is derived from the PSLV strap-on motor, with modifications for the sub-orbital test mission. These include:

  • A slow-burn-rate propellant.
  • A straight nozzle.
  • Secondary-injection thrust-vector control.
  • Changes required for Gaganyaan parachute-test conditions.

Built for parachute testing

SOLVE is intended to carry a simulated Gaganyaan crew module on a sub-orbital trajectory. The vehicle will help ISRO conduct Integrated Parachute Tests under flight conditions that are more realistic than an air-drop test.

Such tests can reproduce:

  • High-speed ascent.
  • Vehicle separation.
  • Brief weightlessness.
  • Re-entry conditions.
  • Aerodynamic loads.
  • Parachute deployment at mission-specific timings.
  • Controlled descent and recovery.

This will provide valuable data before astronauts fly aboard Gaganyaan.

Link with small launch systems

The SOLVE programme is not the same as the operational PSLV or the smaller SSLV, but it uses technology derived from the PSLV family. Its development demonstrates how existing propulsion and vehicle technologies can be adapted for specialised sub-orbital missions.

This approach can reduce development time and cost for experiments involving:

  • Parachutes.
  • Re-entry systems.
  • Avionics.
  • Sensors.
  • Materials.
  • Microgravity payloads.
  • Spacecraft recovery hardware.

India’s small-satellite opportunity

The global small-satellite market is growing fast, fueled by demand in areas such as earth observation, communications, navigation and scientific research/technology demonstrations. This market is being addressed in India by government launch options and private launch options.

The PSLV still is a huge workhorse for India but SSLV will serve you on demand needs, especially for small payloads. Other private companies are, however, building their own small satellite launch rockets; one of these is India based Skyroot.

Private PSLV production

India’s first privately manufactured PSLV is being built by a consortium of Hindustan Aeronautics Limited and Larsen & Toubro under a contract for five rockets. The first vehicle is expected to carry a Technology Demonstration Satellite, TDS-1, with up to 35 experimental technologies.

Planned demonstrations reportedly include:

  • A 300-millinewton electric-propulsion thruster.
  • An indigenous atomic clock.
  • Quantum-related payloads.
  • Chemical-propulsion technologies.
  • Other Indian-developed space systems.

Private manufacturing of PSLV rockets could increase launch frequency and allow ISRO to focus more resources on advanced exploration and human-spaceflight programmes.

PSLV as an orbital test platform

ISRO has previously used the PSLV’s fourth stage as an orbital platform after satellite deployment. Through the PSLV Orbital Experimental Module, or POEM, the spent stage can host experiments in orbit rather than becoming immediately inactive space debris.

These experiments have included:

  • Electric propulsion.
  • Avionics.
  • Thermal-control systems.
  • Communication equipment.
  • Space sensors.
  • Small satellite deployers.
  • Scientific instruments.

The approach gives startups, universities and research institutions access to space at comparatively lower cost.

Different roles of PSLV and SSLV

The PSLV is a reliable polar launch vehicle, developed to deploy satellites in sun-synchronous and polar orbits. It can be configured to meet payload mass and mission requirements.

The SSLV is designed to support smaller payloads, provide quicker preparation times, and enable more flexible launch operations. The two vehicles complement each other nicely, potentially targeting different segments of India’s small- and medium-satellite business.

Improving launch access

Dedicated small-launch vehicles can help satellite operators avoid waiting for a rideshare opportunity on a larger rocket. They can also provide greater control over the target orbit and mission schedule.

This is valuable for:

  • Earth-imaging companies.
  • Weather and climate monitoring.
  • Disaster-management satellites.
  • University missions.
  • Defence and security payloads.
  • Internet-of-things constellations.
  • Technology demonstrators.

However, launch providers must prove reliability, affordability and a regular flight cadence before customers can depend on them.

Role of testing and experimentation

SOLVE and POEM demonstrate two complementary approaches to space technology development. SOLVE provides a controlled sub-orbital platform for high-risk atmospheric and recovery experiments, while POEM uses an orbital stage to conduct longer-duration tests in space.isro.

This helps Indian organisations qualify new systems progressively:

  1. Ground testing.
  2. Sub-orbital demonstration.
  3. Orbital technology demonstration.
  4. Operational deployment.

The staged process reduces risk before a technology is used on an expensive or human-rated mission.

Strengthening private-sector participation

India’s space reforms have opened more opportunities for private companies to develop launch vehicles, satellites and related systems. Private PSLV production and the success of Skyroot’s Vikram-1 indicate that India is moving toward a more diversified launch ecosystem.

Government support remains important through:

  • Launch-site access.
  • Safety and range services.
  • Technical guidance.
  • Regulatory approvals.
  • Technology transfer.
  • Mission assurance.

A larger industrial base could help India increase launch capacity while maintaining ISRO’s focus on high-value scientific and human-spaceflight missions.

Looking ahead

SOLVE’s next steps are additional integrated tests, as well as ground and eventual flight demos of the Gaganyaan parachute system. Testing data will qualify the crew-module deceleration and recovery architecture.

Meanwhile new private PSLV factories, SSLV launches and commercial orbital launch vehicles are anticipated to give India more choices over small-satellite deployments.

Thus, the PSLV-derived test vehicle is significant for more than just one parachute program — it contributes to a broader initiative to establish reusable testing techniques and domestic launch manufacturing that in turn make access to space more responsive for India’s burgeoning small-satellite market.
