Maruti, Tata and Mahindra Flag E20 Contamination Before SIAM Pulls Warning

Private industry concerns have reignited scrutiny of India’s E20 fuel rollout. The issue raises questions over fuel quality, vehicle safety and consumer trust.

Maruti, Tata and Mahindra Flag E20 Contamination Before SIAM Pulls Warning
Share on FacebookShare on Twitter

India’s ethanol-blended petrol programme is facing new scrutiny as internal industry communications show top automakers privately raised alarm over potential contamination of E20 fuel even while the sector publicly supported the government’s rollout. Maruti Suzuki, Tata Motors and Mahindra had highlighted high chloride and moisture levels in the fuel samples while SIAM later retracted its earlier warning to the government based on emails reviewed by Reuters.

It all started with a letter (dated July 28) from SIAM to the petroleum ministry that allegedly raised concerns about corrosion or wear seen in several vehicle parts, which had been attributed to fuel quality. The letter was then retracted with SIAM stating that the figures quoted needed validation through wider data gathering and discussion with members. This incited public discontent with a view that it undermined an earlier public industry position to support the E20 programme.

What adds weight to the matter, however, is what has been reported to be private communication between carmakers. The emails reflected that the “companies had already been analyzing test results from over 250 fuel samples across 21 states and union territories over an approximate year”. The internal discussions, however, apparently indicated higher-than-expected chloride in samples from a number of places as well as moisture contents that some industry people said could be damaging to fuel-system components. reuters+2

By contrast, the internal data has not been framed as a clear cut scientific conclusion. The information was intended for internal review and validation only, SIAM said, adding that the sample set had involvement from a limited section of manufacturers. It also said its earlier message about the numbers was retracted because the basis for those Kenyan estimates lacked strength for an extrapolated conclusion.

From the consumer perspective, of course, the obvious question is whether E20 itself is to blame or whether it’s actually better fuel quality control (along with rogue contamination in the supply chain) that’s at fault. The SIAM letter took aim at retail fuel samples containing chloride and moisture, while the government has stood by its position about only a handful of proven contamination cases. The way this is framed matters because it makes the debate one about the fuel-blend policy, rather than monitoring, storage, transport and handling of fuel at retail.

The episode also exposes a split between industry concern and public communication. While the automakers have championed the national ethanol programme in public, internal emails suggest they were concerned enough to test samples and bring it up quietly with authorities. This contradiction is probably going to keep this question on the boil until a more comprehensive nationwide scientific study has been carried out.

Why it matters

While E20 is an important policy initiative from India’s fuel transition perspective, confidence in such a programme is likely to emerge from trust on both quality of fuel and clarity of communication between industry and government. When contamination issues are isolated, the solution is stricter regulation enforcement; when they are part of a systemic problem, then supply chains and testing mechanisms need an overhaul.

What happens next

SIAM has promised to go through more detailed data collection and consultations before arriving at conclusions. In the meantime, the battle is an alchemical molotov cocktail of technical issue, policy politics and consumer nervousness on whether ethanol-laced petrol is simply being scapegoated for problems that may actually arise from contamination elsewhere along the fuel line.
